Kuwait-based Heavy Engineering Industries and Shipbuilding Company (Heisco) and Shanghai Electric Group are the sole bidders for the Al Subiya Power Generation and Water Distillation Station upgradation project work with the Chinese group emerging as the lowest bidder.
