Dubai is preparing to introduce a new set of public behaviour guidelines as part of an ambitious effort to make the emirate what officials describe as "the world's most civilised urban experience."
The fifth meeting of the Dubai Civility Committee, which is overseeing a wide-ranging programme aimed at improving not only the city's appearance but also public conduct, social interactions and the overall urban experience, discussed plans for a Dubai Civility Guidebook and new Guidelines for Celebrating Different Occasions, signalling the emirate's intention to establish clearer standards for behaviour in public spaces and during community events.
While officials have not yet disclosed the contents of the guidebook, the initiative forms part of a broader "civility" agenda launched by Dubai's leadership last year. The programme seeks to promote values such as respect, discipline, cleanliness, public order and responsible behaviour, while enhancing the city's visual identity and quality of life.
"The Committee reviewed updates on projects and initiatives aimed at enhancing the emirate’s appearance, public conduct and overall model of civility," said a Dubai Media Office post on X.
"Discussions also covered a plan to develop an integrated strategy for city lighting. The Committee further reviewed a comprehensive assessment plan for the overall city experience, aimed at establishing the standards and systems required to design the world’s most civilised urban experience. In addition, members discussed the Dubai Civility Guidebook and the Guidelines for Celebrating Different Occasions," it said.
The committee also reviewed plans for an integrated city-lighting strategy designed to strengthen Dubai's urban character and improve the appearance of public spaces after dark.
