Libya will place upstream investment at the centre of its energy strategy with the launch of a dedicated Upstream Hub at the Libya Energy & Economic Summit (LEES) 2027, taking place in Tripoli from January 23–25.
The platform will bring together the Ministry of Oil and
Gas, the National Oil Corporation (NOC), international oil companies, service
providers and investors to advance exploration, production and technology
deployment across the country’s hydrocarbon sector.
The event comes as Libya shifts from its first upstream
licensing round in 17 years into an execution-focused growth phase. Following
the award of five exploration blocks and the signing of production sharing
agreements in June 2026, authorities are preparing a second licensing round
expected in late 2026 or early 2027 under the revised EPSA-V framework.
The agenda will examine licensing reforms, exploration
opportunities across the Sirte, Murzuq, Ghadames and Pelagian basins, and
frontier deepwater prospects as Libya works to increase crude production from
around 1.4 million barrels per day to 1.6 million bpd, with a long-term goal of
2 million bpd.
Technology and operational efficiency will be key themes,
with sessions on AI-powered drilling, digital oilfields, smart production
systems and cloud-based analytics.
Discussions will also focus on brownfield redevelopment,
enhanced oil recovery and unconventional resources to support plans to drill up
to 100 exploration and appraisal wells annually.
Additional sessions will address local content development, workforce training, offshore gas expansion and decarbonisation initiatives. -OGN/TradeArabia News Service
