Bahrain launches flat owners' association

An association comprising flat owners has been launched for the first time in Bahrain by the Housing Ministry.
Housing Minister Bassem Al Hamer chaired a meeting with board members of four model buildings - which represent the first phase of the new pilot project - in the presence of ministry officials, said a report in the Gulf Daily News (GDN), our sister publication.
The panel discussed legal procedures to implement the project and results of the preparation phase, which included reviewing legal documents and taking approval from the Legislation and Legal Opinion Commission.
It also defined the system's mechanism of action to the owners.
According to the system, the ministry's role is to maintain elevators and surrounding gardens.
It will also co-ordinate the cleaning work.
The associations, meanwhile, will manage internal maintenance.
Review
The panel reviewed various stages of programme implementation - which includes distribution of brochures, conducting field visits to answer owners' queries, a presentation on benefits and responsibilities and the relationship between the association and the ministry.
Al Hamer expressed delight at activating the system, describing it as one that will establish a real partnership between the ministry and owners.
The proposed mechanism of action to regulate relations between the two bodies involves forming a co-ordination office at the ministry to supervise and control their work.
The office will also receive complaints from the board of directors. - TradeArabia News Service
