Emirates National Oil Company (ENOC Group) has signed a Memorandum of Understanding (MoU) with the Ministry of Community Empowerment to expand employment and professional development opportunities for eligible participants in the ministry’s empowerment and social welfare programmes.

The partnership will also support youth engagement, specialised volunteering, practical training and capacity building, with the aim of strengthening workforce readiness and encouraging greater participation in the economy and wider community.

The agreement was announced during ENOC’s participation at Ru’ya Careers UAE 2026, taking place until September 30at Dubai World Trade Centre, in the presence of Shamma Al Mazrui, Minister of Community Empowerment, senior ministry officials and ENOC executives.

Under the agreement, the Ministry will identify and nominate eligible candidates and monitor their development pathways, while ENOC will consider candidates for available positions based on recruitment requirements and business needs.

Participants will have opportunities for workplace exposure, practical training and selected summer programmes designed to build experience and prepare them for future education and employment.

The first phase will begin following identification of the initial cohort, with the programme launch date expected to be announced later this year.

Young participants aged 15 to 18 will also be eligible for selected ENOC summer programmes, providing early workplace exposure and opportunities to explore education and career options.
