Yemen's Aden Refinery seeks 240,000 tonnes gasoil for Jan

SINGAPORE, December 5, 2014

Yemen's Aden Refinery Company (ARC) is seeking 240,000 tonnes of gasoil for delivery in January, a tender document showed on Friday, its first fuel tender since Saudi Arabia suspended most of its financial aid to Yemen.

ARC is seeking four cargoes of 60,000 tonnes each of 0.5 per cent sulphur gasoil for delivery into Little Aden in Yemen.

The cargoes are for delivery over January 1 to 3, January 7 to 9, January 14 to 16 and January 21 to 23.

The tender follows Saudi Arabia's suspension of most of its financial aid to Yemen, an indication of its dissatisfaction with the growing political power of Shi'ite Houthi fighters friendly with Riyadh's regional rival, Iran.

Yemen, which is battling an al Qaeda insurgency, a southern secessionist movement, endemic corruption and poor governance, has often relied on its richer northern neighbour to help finance everything from government salaries to welfare payments.

But soon after Houthi fighters took over the capital Sanaa in September, Sunni Saudi Arabia suspended much of its aid. Saudis last paid $450 million for social security payments, as well as $950 million worth of fuel products before the fall of Sanaa, in the summer, according to a Yemeni official.

In its tender document, Aden Refinery Company requested for the January gasoil cargoes to not be of Iranian origin.

The company also stated in the document that if Yemen gets more products as grants from others, the agreed cargoes under the tender will be deferred to months after the grant has ended.

It was not immediately clear how much of Yemen's fuel needs are either paid for or given as grants by Saudi Arabia.

The tender closes on December 9 and is valid until December 11. - Reuters
