UAE ministries discuss draft law for juveniles

The UAE Ministry of Interior and Ministry of Social Affairs held a key meeting to discuss the existing draft law for juveniles and proposed certain amendments in this connection.

All the articles in a draft law for juveniles affirm that sentencing them is not a freedom-blocking punishment, said a top UAE government official, adding that it is a rehabilitation programme protecting them from deviating in the future.

Brigadier Ahmed Mohammed Nehkairah, head of Human Rights Department in the Ministry of Interior, and chairman of the Juveniles Care Center Steering Committee was speaking during a discussion of the federal draft law on juveniles for the year 2012.

The joint commission comprising of the Ministry of Interior and Ministry of Social Affairs held the discussions in the Juveniles Care Center of the Abu Dhabi Police in Al Mafraq.

Attendees at the discussion exchanged views on the draft law, which contains 95 articles related to the rights of juveniles and organizes the work mechanisms between authorities concerned with implementing the law.

The draft law develops protection and rehabilitation mechanisms, and supervision of the social, health, psychological and moral affairs related to juveniles, added Brigadier Nehkairah.

It also provides all procedures to preserve rights and duties, he added.

He said that the draft law determines powers and the basis of coordination between concerned authorities in the UAE and the Juvenile Care Centers.

He noted that the draft law committee presented a detailed presentation on the draft law’s articles, and was discussed by all Juvenile Care Centers in the UAE along with the Ministry of Interior, the Abu Dhabi Judicial Department, the Ministry of Social Affairs, and the National Rehabilitation Center. He mentioned that the discussions between those entities resulted in the final form of the project.

Colonel Dr Abdullah Muhammed Bu Hindi, director of Juveniles Care Center, said the importance of the draft law in providing the required care to juveniles and rehabilitating them.

This helps them reach a social consensus, integration in a proper social environment to make them a healthy part of society, which can be good for themselves, families and society through legislative and regulatory regulations, he said.

He explained that procedures and rehabilitation has to be based on a law that organizes these processes and the care extended to juveniles in general. – TradeArabia News Service
