Arab council planned to back human rights

Plans are underway to form an Arab council to ensure the development of human rights in the region, said a senior government official.

It would also look into achieving a balance between security and human rights in the Arab world, Arab Interior Ministers' Council secretary-general Dr Mohammed Bin Ali was quoted as saying in our sister publication, the Gulf Daily News.

He was speaking at the opening of the second Arab Police Forum yesterday at the Gulf Hotel.

The four-day event will highlight the role of police and judiciary in protecting human rights.

"The balance between human rights and security were achieved with the co-operation of the Arab League," said Dr Bin Ali.

"To continue the development of human rights in the region there are plans to have a Supreme Security Council for all Arab countries.

"It is in the interest of the Interior Ministers' Council to achieve basic human rights which are the right to live and the right to be educated. The hope is that by viewing other countries we can adopt a Code of Conduct for all Arabs,” he added.

The forum, which is being held under the patronage of Interior Minister Lieutenant-General Shaikh Rashid bin Abdulla Al Khalifa, is under the slogan "Human Rights Applications in Security Agencies".

It was organised by the Bahrain Royal Police Academy in co-ordination with Naif Arab University for Security Sciences in Saudi Arabia.

More than 100 people from 13 Arab countries are attending the event, including officials representing Arab ministries of interior, justice, information and social affairs.

Naif Arab University for Security Sciences president Dr Abdulaziz Al Ghamdi highlighted the role of science in the development of human rights across the region.

"Human rights are guaranteed by the Sharia law and many studies have been conducted to analyse and change those fields of study for the development of the Arab people. Our university has been studying the subject for three decades and yet we have a long way to go."

Meanwhile, Saudi Royal Court adviser Shaikh Dr Salah Bin Hameed explained the evolution of human rights in Islam and hopes to promote the concept through Sharia Law.

The delegates yesterday discussed the rule of courts protecting human rights and the current system in place in Jordan.

Today, religion's role in protecting human rights as well as that of security authorities and police in guarding them will be highlighted.

Tomorrow the rights of suspects according to regional human rights agreement, rights in Saudi Arabia and how to deal with blind suspects will be discussed.

On Wednesday delegates will present their findings and recommendations. – TradeArabia News Service
